Chapter 03 — Legal & Academic Career

The jurist from Giessen

Before he was a politician, Steinmeier was a lawyer trained in public law. The habits of that training — procedure, precision, the search for workable compromise — became the signature of his political style.

Legal education

Steinmeier studied law at the Justus Liebig University Giessen from 1976 and political science from 1980. Combining the two disciplines was characteristic of the Giessen faculty of the period, where questions of constitutional law were discussed alongside political theory and social policy. He passed the first state examination in law in 1982.

§ 21982 – 1986

Clerkship and the second state examination

German jurists qualify for the bench, the bar or senior administration only after a practical clerkship and a second state examination. Steinmeier completed this path in 1986, acquiring the full qualification as a jurist (Volljurist) that would later underpin his work in government administration.

§ 31986 – 1991

Academic assistant in public law

After his second examination he worked as an academic assistant at the chair of public law and political science at Giessen. His research centred on the law of the social state — how the constitutional guarantee of human dignity and the principle of the social state translate into concrete public obligations.

§ 41991

A doctorate on homelessness

His doctoral dissertation examined the traditions and future of state intervention to prevent and eliminate homelessness. Its subject — the duty of public authorities towards citizens without housing — anticipates a theme that recurs in his presidency: that a democracy is measured by how it treats those at its margins.

The full German title is given in the catalogue entry above. The thesis is held in German university libraries.

§ 51991

From the faculty to the State Chancellery

In 1991 Steinmeier left the university for the State Chancellery of Lower Saxony in Hanover, where he advised on media law and media policy — a field then being reshaped by the arrival of private broadcasting. It was a jurist's post, but it placed him in the orbit of Minister-President Gerhard Schröder, and it marked the end of his academic career and the start of his political one.

A lawyer's method in politics

Colleagues and commentators have often described Steinmeier as a consummate administrator rather than a natural campaigner. The description fits a jurist who rose through the civil service of two chancelleries before ever standing for election: his first direct mandate came only in 2009, after eleven years at the centre of federal government.

As President, that background is visible in how he exercises his duty to examine legislation before signing it — most prominently in 2020, when he withheld his signature from a law against right-wing extremism and hate crime until constitutional concerns were remedied. See the constitutional role.
